The studies on modernization as a process conducted worldwide in the last three centuries represent one of the main directions of the current historical research. When referring to the history of Romania and in particular the Romanian principalities and the Old Kingdom, the first modernization took place in the period of the Organic Regulations, covering grosso modo the interval between the introduction of the Organic Regulations (a kind of Constitution) (July 1, 1831 in Wallachia and January 1, 1832 in Moldavia) and the Paris Convention of August 7/19, 1858, which established a new political and administrative status of the principalities. The institutional, administrative, financial, cultural and social transformations that took place then were unprecedented and made possible the great reforms after 1859, during the reign of Prince Alexandru Ioan Cuza, and the similar developments in the subsequent period, until the First World War. Starting with A.D. Xenopol, the Romanian historians highlighted the changes occurred in the period of the Organic Regulations in all the areas of the Romanian society, the creation of a new legal framework that favoured the national regeneration movement, the struggle between the old and the new, the emergence of our public spirit, etc. The study of modernization in the period of the Organic Regulations is essential to understand the Romanian history of the nineteenth century, but also the subsequent one.
The fifteen studies published in this volume either approach conceptual issues related to the modernization problem, with application to the Romanian case, or clarify certain issues related to the beginnings and the chronology of the Organic Regulations period, or deal with an aspect of modernization in the social and institutional field. A group of three studies is dedicated to the emancipation of Gypsies from slavery, one of the big social reforms that took place in that time. By their topics and the documentary and interpretative novelties they bring, these studies represent genuine contributions to the knowledge of the first period of the Romanian modernity.
